The Congressional Record isn't at all unclear. Congress knew what it was doing when it passed birthright citizenship, they meant to do it, and the states duly ratified it.
It's not a defect but a strength of the Reconstruction amendments that a lot of rebels didn't get to vote on it. They rebelled and lost.
You don't get to shape the order you just tried to overthrow, at least for a time. Starting around 1877, the losing South started to win the peace.
