I'm aware the non-ethnic Russians in remote regions are disproportionately targeted for military service. But you don't seem to be aware that not all these remote regions are tiny villages with hardly access to the outside world. They're places like the Sakha and Buryatia republics that are remote but have good size urban centers... of course with cell phone coverage. Your original post referring to lack of cell phones and media is like a caricature of these people.
