After a year of debating, Ukraine just now passed a mobilization bill lowering the conscription age, and even that bill only lowers it to age 25. They could have started by passing a bill to lower the conscription age to 18 BEFORE the full scale war when it was obvious there would be a full scale invasion. Incredibly obvious.
The reality is that if you're expecting to be fighting for your existence which is what is claimed, then you cut expenses across the board even on seemingly vital things except the military and then you spend that on the military. And you raise taxes too. You build massive fortifications, you train more troops, you buy everything you can buy. That's part of what it means to be fully mobilized. Think seriously and it's obvious they didn't do anything close to all they could have to prepare.
