Indeed they can, since they aren't enforceable. The Spurs could have decided to renege on their agreement with Richard Jefferson and not re-signed him when he opted out. They would have lost a ton of face doing so, however, just like Boozer did.

yeah, i remember how baffled/excited i was when i first heard RJ had opted out, only to shortly after read they were going to sign him again
